E-Government Initiative

 

The Government of Somaliland is undertaking a major digital transformation initiative aimed at modernizing government operations and public service delivery across the country through the implementation of an advanced E-Government system.

To support this national initiative, the government established a dedicated committee responsible for overseeing the planning, coordination, and implementation of the E-Government program.

During the 43rd Session of the Somaliland Council of Ministers, chaired by the President of the Republic of Somaliland, Muse Bihi Abdi, together with the Vice President, Abdirahman Abdilahi Ismail (Saylici), discussions focused on the implementation strategy and long-term vision of the Somaliland E-Government system.

The Ministry of Information and Communication Technology (MICT) presented the E-Government initiative to the Council of Ministers as an innovative and efficient digital platform designed to transform government services into a modern, integrated, and technology-driven system.

According to an official statement from the Presidential Palace, the new digital system is expected to contribute significantly to economic development, improved public service delivery, increased access to technology, institutional transparency, decentralized governance, and reduced government operational costs.

The statement further highlighted that the E-Government system will strengthen data management and public information security, while enhancing coordination and communication among government agencies and ministries.

This initiative represents the first large-scale implementation of an E-Government system in the Republic of Somaliland, demonstrating the country’s commitment to innovation and technological advancement.

The Council of Ministers also resolved that all public institutions should establish dedicated ICT departments, while ICT education will be integrated into the national curriculum to support long-term digital development and capacity building.

The Government stated that the E-Government initiative forms part of the Kulmiye Party’s political program and aligns with the objectives of Somaliland’s Second National Development Plan.
