Pilot E-Governance Platform for Local Governments in Somaliland

Background

The UN Joint Programme on Local Governance and Decentralized Service Delivery in Somaliland (UN JPLG) is a five-year joint programme supporting improved governance and service delivery.

In 2018, the Ministry of ICT conducted an e-readiness assessment across 43 institutions, confirming strong reliance on digital systems.

The E-Governance Strategy (2020–2024) aims to modernize government services into digital systems.

Purpose of the RFP

The Ministry of ICT seeks a qualified vendor to design and implement a pilot e-governance platform for selected local governments in Somaliland.

Scope of Work

The project will be implemented in Hargeisa, Burao, Borama, Berbera, and Gabiley.
