Major Duties and Responsibilities
The Department of Human Resource Management and Development is responsible for the overall strategic allocation, performance monitoring, and internal capability development of Ministry personnel:
|
// STAFF MANAGEMENT Managing the overall management and development of the employees of the Ministry.
// TIME & ATTENDANCE AUDITS Prepare a bi-monthly report of the staff job attendance before the disbursement of the monthly salary.
// METRIC APPRAISALS Develop a comprehensive staff performance appraisal report and maintain professional files for all agency personnel.
// STRUCTURAL DEPLOYMENT Prepare and secure official approvals for the structural charts and operational workflows of the department and implement accordingly.
// COOPERATIVE REPORTING Convene continuous team meetings, handle weekly department briefings, and systematically update top-level ministry management.
// OPERATIONS MONITORING Prepare and implement a comprehensive monitoring and evaluation system along with tool specifications optimized for the Department.
// DELEGATION TASKS Does whatever the Minister and Director General Delegates him/her in a timely fashion.

// CAPACITY BUILDING PLANS Prepare an action plan for internal employee capacity building in collaboration with other department Directors of the Ministry.
// PROMOTIONS & REWARDS Closely follow employee job performance trajectories and suggest promotion and reward schemes within the Ministry.
// INTER-DEPARTMENT SUPPORT Work closely with the CSI to locate specialized training opportunities and support all other departments in managing Ministry personnel.
// SUMMIT MEETINGS Participates on behalf of the department in all Ministry weekly meetings and top-level management sessions and reports back to the team.
// TEAM ALIGNMENTS Encourages team staff to remain actively involved in day-to-day operations and debrief internal sections following top-level management assemblies.
// DEVELOPMENTS MATRIX Prepare and implement the capacity development for all department staff based on needs assessment and in line with Civil Service Commission guidelines.
// PLAN HARMONIZATION Harmonizing annual work plans for the department to establish transparent execution pipelines.
