About the Ministry

Ministry of Communications and Technology • Republic of Somaliland

Established in 1993 as the Ministry of Communication and Post, the Ministry has evolved through several transformative phases to meet the growing demands of the digital era. In accordance with Official Gazette Legislation No. 01/2018, the Ministry was officially restructured and renamed the Ministry of Communications and Technology, reflecting its expanded role in driving innovation, digital transformation, and national connectivity across Somaliland.

Mandate & Functions of the Ministry

As mandated under Executive Order and Official Gazette Legislation No. 01/2018, the Ministry of Communications and Technology is responsible for regulating, developing, and modernizing Somaliland’s communications and technology sector through transparent, accountable, and future-focused governance.

Formulate national ICT and telecommunications policies and strategies.
Promote innovation and digital transformation nationwide.
Regulate and supervise telecommunications operators.
Manage telecommunications licensing and compliance.
Oversee fair pricing structures and service standards.
Strengthen national ICT infrastructure and connectivity.
Manage spectrum resources and country codes.
Enhance cybersecurity and protect government data systems.
Support interconnectivity among telecom providers.
Advance ICT education and digital literacy programs.
Facilitate e-government and digital public services.
Conduct ICT research aligned with global trends.
Monitor implementation of ICT laws and regulations.
Address misuse of communication frequencies.
Represent Somaliland in ICT-related regional and international affairs.
Perform additional responsibilities assigned by national law.
